What is ESMA and Why It Matters

The Emirates Authority for Standardization & Metrology (ESMA) is the UAE federal body responsible for setting and enforcing product standards. For wholesale tyre importers, ESMA tyre compliance is the gatekeeper: any pneumatic tyre entering the UAE for commercial sale must conform to ESMA-adopted standards or it will be refused at customs and returned at the importer’s expense.

ESMA does not issue its own separate tyre standard. Instead, it adopts and enforces the GCC Standardization Organisation (GSO) standard, which applies across all six GCC member states — UAE, Saudi Arabia, Oman, Kuwait, Qatar, and Bahrain. This means a tyre that meets ESMA tyre compliance for UAE entry is legally compliant across the entire GCC free-trade zone.

If you are importing a full FCL (full container load) through Jebel Ali for re-export to Saudi Arabia, Oman, or Kuwait, ESMA/GSO compliance clears once at the port of entry and covers onward GCC distribution. You do not re-certify at each border.

The GSO Tyre Standard: Core of ESMA Tyre Compliance

The governing standard behind ESMA tyre compliance is GSO 34 (Pneumatic Tyres for Motor Vehicles), aligned with UNECE Regulation 30 (passenger) and UNECE Regulation 54 (commercial), with amendments for Gulf climate conditions — specifically extreme heat performance above 50°C.

Covers construction, dimensions, load index, speed rating, and sidewall marking requirements for all passenger and light SUV fitments. Aligned with UNECE R30.

GSO 34 — Commercial

TBR & Light Truck

Covers truck, bus, and light commercial radial tyres. Performance requirements include high-load durability and heat-resistance testing. Aligned with UNECE R54.

GSO 1785

Energy Labelling

Fuel efficiency (rolling resistance), wet grip grading, and noise labelling. Mandatory on the tyre itself and on sales documentation for UAE retail.

GSO ISO 28580

Rolling Resistance

Test method standard for measuring rolling resistance coefficient — required as supporting documentation for GSO 1785 energy labelling compliance.

Heat performance note

The UAE and GCC added supplementary heat endurance requirements to GSO 34 that go beyond baseline UNECE. Tyres must demonstrate sustained performance at ambient temperatures of 45–55°C. Major Thai manufacturers — Bridgestone Thailand, Deestone, and Maxxis Thailand — build specifically to these thresholds.

Required Marks and Labels for ESMA Tyre Compliance

ESMA Customs verifies marking compliance at Jebel Ali before releasing a shipment. To pass ESMA tyre compliance inspection, every tyre in the consignment must carry the following on the sidewall, moulded in during manufacture — not applied as stickers:

GSAS / Emirates Quality Mark (EQM) — the UAE conformity mark proving the product has passed GSO testing. Displayed as a circular logo on the sidewall.
Size designation — e.g. 265/65R17, in standard ISO format
Load index and speed rating — numerical + letter code, e.g. 112H
Tyre category — P, LT, C, or commercial designation
DOT code — manufacture date and plant identifier
Country of origin — “Made in Thailand” moulded into sidewall
Treadwear, traction, temperature grades (UTQG) — required on passenger tyres

ESMA tyre compliance requires all markings moulded into the sidewall at manufacture. Sticker-applied marks are not accepted by UAE customs.

Common rejection reason

Do I need a UAE trade licence to import tyres through Jebel Ali?

Yes. The customs entry must be filed by a UAE-registered entity holding a valid commercial trade licence. Many GCC wholesale buyers without a UAE entity use a licensed freight forwarder or customs broker as the nominal importer of record. We can recommend established brokers in Dubai on request.

How do I verify the GSAS certificate for a specific tyre brand?

The ESMA product registration database lists all certified products by brand and size. We provide the GSAS registration number and certificate copy with every order. You can independently verify the certificate on the GSAS portal using the product registration number.

Can I import a mix of brands in one container?

Yes. Each brand/SKU will be listed separately on the commercial invoice and packing list, with its own GSAS certificate referenced. Customs will check the documentation matches the physical goods. We provide a consolidated compliance pack covering all brands in a mixed-load shipment.

What happens if tyres fail the ESMA spot-check at Jebel Ali?

The consignment is placed on hold pending further inspection or re-testing. If a marking non-conformance is confirmed, the shipment is either returned to origin or destroyed, at the importer’s cost.
